The proposed development of the site would enable the delivery of dwellings in a rural service centre which has good access to services and facilities. The site would also include affordable housing and specialist accommodation in the form of assisted living accommodation. The Charlbury Neighbourhood Plan identifies the need for local affordable housing and the need to maintain the vitality of the local community through the provision of smaller development sites which are acceptable in terms of the impact on the character of the area.
