Scenario 4 – Carterton Focus

Under Scenario 4, most future development (beyond existing commitments) would be focused narrowly at Carterton as the District’s second largest town and service centre.

Whilst perhaps not as diverse as Witney in terms of available services and facilities, Carterton still offers a great deal including frequent bus services, education and community facilities, a leisure centre, shops and a high quality country park. It is also home to RAF Brize Norton, the largest RAF station in the country.

Carterton has grown significantly in recent years with around 1,400 additional homes and supporting facilities provided at Shilton Park in the northern part of the town and a further 700 homes currently under construction at Brize Meadow to the east of the town in the parish of Brize Norton. There has also been some development in and around the town centre, including new supermarkets, cafes and restaurants alongside improvements to the public realm.

Like Witney, the size of Carterton means that there are large areas of previously developed (brownfield) land including that which is associated with RAF Brize Norton. We are also aware of a number of undeveloped sites on the edge of the town which are being made available for development by landowners in adjoining parishes.

Carterton also lies outside the Cotswolds National Landscape and as such, there is no expectation that the scale and extent of development should be limited.

However, the town has no direct (A-road) access from the A40, it has a relative imbalance of homes and jobs which contributes to out-commuting and whilst the town centre has improved in recent years, it still ‘underperforms’ compared to some other destinations.  

Some broad commentary on this potential approach is provided below.

  • Carterton is the District’s second largest town and offers a good range of services and facilities;
  • Traffic congestion is not generally a concern but the town has no direct (A-road) access to the A40;
  • The town offers good opportunities for the re-use of previously developed (brownfield) land and buildings including land associated with RAF Brize Norton and sites in and around the Town Centre;
  • Various parcels of undeveloped land on the fringes of the town in adjoining parishes are also known to be available for development;
  • Carterton lies outside the Cotswolds National Landscape where the scale and extent of development is expected to be limited;
  • Focusing development primarily in one location would limit the opportunity to provide new homes elsewhere in the District;
  • Carterton has a relative imbalance of homes and jobs leading to out-commuting;
  • The impact of noise and lighting from RAF Brize Norton has been previously raised through consultation.

Scenario 4 – Carterton Focus. Not supported. Focussing the district’s entire housing growth on one town alone does not make sense. It would also require huge public transport upgrade, including rail links, which render this option less relevant than others. Carterton can take more development but this needs to be shared - as in Scenario 2 – Main Service Centre Focus. The lack of a direct A road connection would need solving before significant development growth.
    I note all the comments concerning the potential growth of Carterton - question - those of you that have contributed to the chat do you live in Carterton ? I do and have done since 1963 -Carterton had a Masterplan ( I worked closely with WYG who produced it ) that outlined the potential for growth and the priorities that would be needed to sustain the proposed developments- the Masterplan needs revision and updating to take into account the changing demographics and further discussions need to take place with the residents of Carterton before any key decisions are made - There is a vast mistrust of Developers and the promises they make in order to obtain support for their proposals , it is all to often the case that they do not follow through with what they say .
      Carterton makes better sense in purely geographical terms by distributing the enlarged population of West Oxfordshire more evenly to the west, allowing access to urban-centre services other than Oxford, Swindon being the obvious one. House prices are generally much lower in Carterton which would be an obvious benefit to people on ordinary incomes and first-time buyers. And in the grand scheme of things, how big a problem would it be to upgrade the current link to the A40? A new road was built not so long ago allowing traffic to bypass Brize Norton, not much shorter than the stretch from the A40 exit to the round-about. As long as the future of the RAF base can be assured, it will continue to be a place of large-scale employment, with the potential for further business developments.
        Carterton is the obvious choice for concentrated development. It is important to distinguish between towns (Carterton, Witney, etc) and villages which function quite differently. Adding say 300 houses to a village of 200 has a much bigger, and negative, impact than adding 300 to an existing 5,000
          There is a general problem that is not being addressed: the eco qualities of the new houses, or any other structures. It should be statutory that new builds have ground-sourced heat pumps and solar panels.
            The Carterton Scenario is a credible option if the necessary infrastructure is provided and affordable homes are genuinely built. However, in the interest of levelling up..WODC might want to consider sprinkling some dev to other villages and towns too.
              Bellway Homes Limited support focusing development in Carterton. It is recognised as a main town with a significant and varied range of services, facilities and public transport accessibility, with a mixture of brownfield and greenfield opportunities to deliver growth. Substantial housing growth can be supported by additional employment land being made available, to help with the perceived imbalance of homes and jobs, although this is considered less of an issue in the post Covid-19 world of hybrid and home working.
                @Sarah Watkins Trouble is the greenfield opportunities are not in Carterton they are in Minster Lovell and Brize Norton and there is nowhere to put employment land except in Minster Lovell and Brize Norton.
                  Carterton has the capacity for further development and wishes to continued growth. From the point of view of a Bampton resident this must be done at the same time as major improvements to the road links to the A40 and A420. Bampton traffic and increased enormously and this has coincided with the growth of Brize Norton as the major RAF logistics base. Commuter traffic through the village is becoming unacceptable.
                    Access to Carterton needs to be addressed before this large development takes place. Rail/tram links to Witney/Oxford should be seriously considered though well planned use of available brown-field sites should follow
                      CPRE West Oxfordshire would oppose development only in Carterton as many people want to remain within their communities, such as first time buyers and down sizers and don’t want to be forced into large town developments, which will put pressure on already stretched facilities and encroach on the surrounding countryside .
