Windrush place Cycle path along a40

Hi there, moved in to windrush place in 2021, and whenever I need to cycle to work in Headington I have to ride my bike into Witney, and out again up Oxford hill, wouldn't it be better for a cycle path to link to the existing one at the top of Oxford hill, this would allow the many housing developments that skirt the A40 to access Oxford, or other areas of Witney with a cycle or other active travel which should be a part of all of our future travel needs.
